This note was part of Bolivia's emergency redenomination in 1986, when the peso boliviano was replaced by the boliviano at a rate of 1,000,000 to 1 — one of the most extreme currency collapses in Latin American history. Hyperinflation had peaked at over 20,000% annually in 1985 before the Paz Estenssoro government implemented the shock stabilization program known as Decreto Supremo 21060.
Thomas De La Rue's involvement was practical necessity: Bolivia lacked domestic printing capacity adequate for the rapid retooling a redenomination required.
