This note falls at a precarious political moment: 1991 was the year the Derg regime collapsed, Mengistu Haile Mariam fled to Zimbabwe, and the transitional government that replaced him inherited both a shattered economy and an existing currency stock. Notes already printed and in circulation simply continued to circulate under new authority — a bureaucratic continuity that the three signature variants recorded for P#42 quietly document. Each variant reflects a different point in that administrative handover, with the progression from Amharic-only titles toward bilingual English notation tracking the transitional government's outward-facing reforms.
De La Rue's production for Ethiopia across this period used a fairly conservative security specification — the watermark being the primary feature, with no metallic thread.
