Belisario Porras served three separate presidential terms between 1912 and 1924, a tenure defined by aggressive infrastructure investment — hospitals, roads, the national telegraph system — funded largely through revenues tied to Canal Zone agreements. This commemorative silver issue appeared a half-century after his death, during the Omar Torrijos years, when Panamanian national identity was being deliberately sharpened against American control of the Canal. Honoring Porras in silver was not a neutral archival gesture.
The .925 fineness places this among the heavier silver issues of the Franklin Mint contract series that Panama relied on heavily during this period for collector revenue.
