Yemen's currency situation fractured badly after the Houthi takeover of Sana'a in 2014–2015. The internationally recognized government, operating from Aden, retained control of the Central Bank's official functions in the eyes of most foreign institutions, while the Houthis controlled the original Sana'a headquarters. By 2016 this split was actively distorting the money supply — both factions issued currency, and notes printed for the recognized government were often refused or traded at a discount in Houthi-held territory.
Whether a given 2016-dated note circulated freely or became immediately contentious depended almost entirely on geography.
