Chinese county-level food ration coupons of this type were administrative instruments, not banknotes in any strict sense — but they circulated as de facto currency within their issuing jurisdiction and are collected accordingly. Mianzhu County, in the Deyang prefecture of Sichuan, was still operating its rationing infrastructure in 1990, well into the reform period when most urban centers had already begun dismantling the grain coupon system. National abolition of the staple grain ration came in 1993.

The 5,000-gram denomination is among the larger unit values in county-level grain coupon series, suggesting institutional rather than household use.
