Landkreis Neuss was one of hundreds of German district administrations that resorted to emergency currency — Notgeld — during the hyperinflation of 1923, when the Reichsbank simply could not produce denominations fast enough to keep pace with collapsing purchasing power. By the time a 5,000,000 Mark note was warranted, the mark was losing value within hours of issuance; notes of this denomination were often spent the same day they were distributed.
B. Kühlen was a well-established Mönchengladbach printer with commercial roots, pressed into currency work by necessity rather than specialization. The practical proximity of the print shop to the Kreisverwaltung was more relevant than any security printing capability.
