Euskirchen was a small Rhenish town of no great financial importance, which makes its locally printed emergency currency worth a second look. By mid-1923 the Reichsbank simply could not supply denominations fast enough to keep pace with hyperinflation, forcing hundreds of municipalities to commission their own notgeld at whatever press happened to be nearby. Druckerei Flach was a local commercial printer — not a security printing house — and the results reflect that exactly.
Jakob Esser signed as deputy mayor ("i.V." indicating he stood in for the Bürgermeister), with the Stadtkasse countersigning to satisfy the dual-authorization requirement common to Prussian municipal finance law. Five million marks was a serious denomination in the spring of 1923; by autumn it would barely buy a newspaper.
