正面描述 The obverse is printed in dark blue on a cream ground with a gold-ochre guilloche underprint centered on an ornate floral and foliate rosette vignette incorporating crossed anchors and a ship's wheel, alluding to the maritime character of the Jade estuary cities. A joint issue from two neighboring municipal administrations — the Magistrat Wilhelmshaven and the Stadtmagistrat Rüstringen — this note belongs to the dense middle phase of German hyperinflation, when the Reichsbank's own output could not keep pace with depreciation and hundreds of local authorities resorted to Notgeld to cover payroll and basic commerce. The five-million-mark denomination, absurd within months of printing, was commonplace by summer 1923.

Paul Hug & Co. operated locally in Rüstringen, the industrial municipality that bordered and was later absorbed into Wilhelmshaven in 1937. The dual-issuer arrangement was administratively unusual but practical — both towns shared infrastructure and labor pools tied to the naval base.
