Dillingen an der Donau was one of hundreds of German municipalities forced into emergency currency production as hyperinflation collapsed the Reichsmark through 1923. By the time notes denominated in the millions were entering circulation, the printing infrastructure was almost entirely local — Weduta-Drude was a regional press, not a specialist security printer, which is why the watermark here represents the full extent of the forgery protection. The Reichsbank had effectively ceded monetary control to any town with a press and a rubber stamp.
The 5,000,000 Mark denomination places this firmly in the mid-phase of the collapse, before the autumn introduction of the Rentenmark stabilization.
