The Narodna Banka Srpske Republike Bosne i Hercegovine — the central bank of the Republika Srpska entity during the Bosnian War — issued this note as hyperinflation was actively destroying the dinar's purchasing power. By mid-1993, Yugoslav successor currencies were losing value faster than new denominations could be designed and distributed. ZIN in Belgrade handled production, which was logistically straightforward given the political alignment between Pale and Belgrade at the time.

The five-million denomination tells you everything about the monetary situation: it was effectively small change within months of issue.
