Haspe was an industrial town in the Ruhr district, and by late 1923 the Reichsbank simply could not supply enough currency fast enough to keep pace with hyperinflation. Municipal authorities across Germany were authorized — loosely — to issue their own emergency money, Notgeld, and Haspe's city administration contracted the local printer G. Kannengiesser rather than waiting for outside supply. A five-billion-mark denomination, unthinkable eighteen months earlier, was by November 1923 barely sufficient for a tram ride.
Kannengiesser was a commercial printer, not a specialist banknote firm. The production quality reflects that.
