Eschweiler and Stolberg were neighboring Rhineland industrial towns — coal mining in Eschweiler, copper and zinc smelting in Stolberg — and they issued this note jointly during the autumn 1923 hyperinflation peak, when municipal and commercial authorities across Germany scrambled to print emergency currency fast enough to meet weekly, sometimes daily, wage demands. A five-billion-mark denomination would have been unremarkable by October 1923; the Reichsmark that replaced the old mark in November came at a conversion rate of one trillion to one.
Joint municipal issues of this kind are catalogued under Notgeld but functioned as genuine wage-payment instruments, not collector souvenirs. The Merkelbach reference places this firmly in the documented series.
