Obverse description The Paraguayan national arms (Sello de Hacienda) displayed at centre, featuring a lion passant beneath a staff topped with a liberty cap, flanked by palm and olive branches, with the motto PAZ Y JUSTICIA inscribed on a ribbon across the shield. The circular legend REPUBLICA DEL PARAGUAY runs along the upper periphery. The date 1974, divided as 19 and 74 to either side of the arms, and the denomination 4500 GUARANIES appear in the lower field, separated by a small mintmark dot. The design is rendered in high relief against a highly polished proof field, within a beaded border.

Issued as part of Paraguay's extended run of gold collector pieces produced largely for export rather than domestic circulation, this coin belongs to a series that made the country an unlikely player in the 1970s international numismatic market. The series was driven less by Paraguayan monetary policy than by the Stroessner government's interest in hard currency revenue — coins like this were sold abroad almost exclusively, with mintages kept deliberately low to sustain collector premiums.

Paul VI's 1969 visit to Latin America, which included a stop in Bogotá, gave regional governments a recurring pretext for papal issues well into the following decade.
