The series was driven less by Paraguayan monetary policy than by the Stroessner government's interest in hard currency revenue — coins like this were sold abroad almost exclusively, with mintages kept deliberately low to sustain collector premiums.
Paul VI's 1969 visit to Latin America, which included a stop in Bogotá, gave regional governments a recurring pretext for papal issues well into the following decade.
