Portugal's chronic shortage of small silver coinage in Mozambique led colonial administrators to authorize the countermarking of Indian rupees — British-struck pieces already in wide circulation along the East African coast — rather than wait for fresh supply from Lisbon. The 450 réis denomination was chosen to approximate the rupee's accepted local exchange value, making this less a new coin than a bureaucratic reclassification of existing money.
The date range reflects the span of eligible host coins, not a single minting event. Carlos I ascended in 1889, so rupees struck well before his reign routinely received his countermark.
