The Sinkiang Provincial Government notes of 1931 were issued under Yang Zengxin's successor administration in a region that had functioned as a virtually autonomous warlord state for decades, with its own monetary system largely disconnected from Nationalist China's currency policy. The province's chronic shortage of copper coinage made high-denomination wen notes a practical necessity rather than an inflation symptom — 400 wen was a working denomination, not an emergency measure.

Sinkiang paper money from this period is notorious for the chaotic variety of issuing offices, chop marks, and overprints applied locally, making clean attribution difficult. Provenance documentation matters considerably for this series.
