Somaliland's unilateral declaration of independence in 1991 has never received international recognition, leaving it in a peculiar monetary position — issuing its own coinage for a state that most of the world officially pretends does not exist. The decision to put Yasser Arafat on a 2005 issue is consistent with a broader series commemorating international figures, almost certainly aimed at the collector market rather than domestic circulation.
