Pos Malaysia issued a small run of commemorative postal orders in 2000 to mark the new millennium, of which this 40 Ringgit piece is among the higher denominations. Postal orders at this value were well above typical transactional use — standard Malaysian postal orders of the period ran to RM10 or RM20 — making the 40 Ringgit denomination functionally awkward for everyday remittance purposes and suggesting it was aimed squarely at philatelic collectors rather than actual postal commerce.
Pahang, as one of the royal states, carried its own state branding on the series. Printed domestically rather than through the British or Swiss security printers that handled earlier Malaysian currency issues.
