This issue belongs to a series of gold commemoratives produced by the People's Republic of Kampuchea in the late 1980s, a government installed by Vietnam following its 1979 invasion that ousted the Khmer Rouge. The PRK was not recognized by most Western nations throughout its existence, which kept these coins largely out of mainstream numismatic channels at the time of issue.
The 40 riels denomination is an artifact of the restored riel, reintroduced in 1980 after Pol Pot's regime had abolished currency entirely — one of the few instances in modern history of a national currency being formally eliminated and then reconstituted from scratch.
