Mutters is a small village south of Innsbruck, and like hundreds of Austrian municipalities it issued its own emergency currency — Notgeld — during the severe coin shortages of the First World War and its aftermath. This 40 Heller note is a product of that collapse in small-denomination metal coinage, signed by the mayor and both deputy mayors as the legally responsible local officials, a requirement of the Austrian municipal Notgeld framework.

The JPR prefix in Jaksch/Pick places it firmly in the Tyrolean regional series. Three signatures on a village note of this value is worth noting — it signals this issue was treated with some administrative seriousness rather than dashed off as a stopgap.
