Hart an der Alz is a small Bavarian-border municipality in Upper Austria, and like hundreds of similarly sized communes, it issued emergency paper scrip — Notgeld — during the acute coin shortage that followed the First World War. The 40 Heller denomination is unusual within local Notgeld series; most communes concentrated on 10, 20, and 50 Heller values, and the presence of a 40 Heller suggests Hart was filling a very specific change gap in local commerce.
Franz Erssl's signature as issuing authority places accountability squarely at the municipal level. The Jaksch/Pick reference 0351la confirms this as a catalogued, legitimate issue rather than one of the many uncatalogued fantasy pieces that flooded collector markets in the same period.
