The Magyar Királyi Állami Jegyintézet was a transitional institution — created specifically to manage Hungary's currency while the country rebuilt its financial system following the catastrophic hyperinflation of the early 1920s, before the Magyar Nemzeti Bank formally assumed those functions. This 40 filléres provisional sits squarely in that interregnum, a denomination that would have been nearly meaningless just a few years earlier when inflation had obliterated the korona entirely.
The Magyar Pénzjegynyomda in Budapest had been printing domestic currency since 1923, a deliberate move toward self-sufficiency after decades of reliance on Vienna. The provisional designation here reflects the note's intended temporariness — the pengő reform was already being planned when these were issued.
