This coin belongs to a short-lived Spanish gold commemorative program launched in the late 1980s that drew heavily on medieval cartographic imagery — specifically the fantastical sea creatures illustrators populated ocean margins with to signal uncharted, dangerous waters. Spain had obvious reasons to romanticize that tradition: the country's 15th and 16th-century maritime expansion was the defining episode of its national narrative, and the 1992 quincentenary of Columbus's first voyage was already driving an aggressive commemorative schedule from Madrid.
The 40,000 pesetas denomination was used almost exclusively for the higher-value gold issues in this series, with mintages kept deliberately low.
