Jean de Vallette, Grand Master from 1557 to 1568, had overseen the Great Siege of 1565 — the Ottoman assault that lasted four months and ended in one of the most consequential Christian defensive victories of the sixteenth century. The Order's finances were severely strained by that siege, and this copper fiduciary issue, struck in the final year of de Vallette's rule, reflects the fiscal pressure of rebuilding both the garrison and the new city already under construction on the Sciberras peninsula.
Fiduciary copper coinage of this period circulated at a face value deliberately exceeding its metal content — a fiscal compromise the Order's Council approved under duress.
