The 4½ Rouble denomination is a peculiarity explained by Russia's wartime bond financing. These notes were issued as fractional certificates corresponding to coupon payments on state bonds — the odd face value reflects an interest coupon amount, not a round monetary unit intended for everyday exchange. The State Commission for the Redemption of Debts had used this mechanism before 1917, but the collapse of the Provisional Government and the subsequent civil war left enormous quantities unredeemed.
ABNC printed the series in New York under a pre-revolutionary contract. By the time the sheets arrived, the issuing authority that ordered them had effectively ceased to function.
