Carlos III inherited a colonial minting system plagued by fraud and inconsistency. The Lima mint had a particularly troubled record — assayers routinely shaved weight and pocketed the difference, and the cob-style coinage that preceded the milled series was so irregular that foreign merchants frequently refused it at face value. The transition to mechanically milled coinage, which this issue belongs to, was partly driven by Madrid's need to restore credibility to colonial silver circulating in European and Asian trade networks.
The Manila Galleon trade meant Lima silver regularly ended up in Chinese ports, where precise weight and fineness mattered enormously to merchants who had no reason to trust Spanish assay marks on sight.
