Miguel Lanieri operated as a private merchant-banker in Bolivia during the early 1870s, a period when the state's monetary infrastructure was thin enough that private individuals could — and did — issue circulating paper obligations. These quasi-commercial notes functioned as promissory instruments rather than banknotes in any formal sense, backed by the issuer's personal credit rather than any institutional reserve.
The "Victoria" designation likely refers to a commercial house or hacienda rather than a town of that name. PS#1982 in the Pick Specialized catalog places this squarely in the Bolivian private issue series — a category where surviving examples are genuinely rare, since most such obligations were redeemed, cancelled, or simply lost when the issuing merchant's affairs concluded.
