Issued in the final year of the War of the Triple Alliance, by which point Paraguay had lost the majority of its adult male population and its economy was functionally destroyed. The Tesoro Nacional was printing notes with almost no backing — the "TERCERA SÉRIE" red overprint distinguishes this from earlier emissions as the government desperately expanded paper money supply to fund a war it had already effectively lost.
State-printed in Asunción under siege conditions, the production quality reflects those circumstances. The watermark is present but inconsistent across surviving examples.
