Rubielos de Mora is a small hill town in Teruel province, Aragon. During the Spanish Civil War, dozens of such municipalities issued their own emergency scrip when the Republic's central supply of small coinage collapsed — hoarding and melting drained fractional currency almost immediately after July 1936. Local supply committees, not banks, became the de facto issuers, which is precisely what "Comité de Abastecimiento" indicates: a rationing and provisioning body, not a financial institution.
