Cologne's civic coinage authority struck this pattern as part of a broader 18th-century discussion across the Holy Roman Empire about rationalizing small denomination coinage — the Heller, a copper staple of daily commerce, was an unlikely candidate for silver treatment. No regular silver 4 Heller issue followed. The pattern almost certainly served an administrative or presentation purpose rather than any genuine production proposal.
Noss's commentary notation rather than a full catalogue entry suggests surviving documentation is thin.
