Navarre retained its own coinage well into the Habsburg period, a privilege jealously guarded and periodically renegotiated with Madrid. Felipe IV's administration struck these small copper pieces specifically for Navarrese circulation, the FI monogram reflecting the kingdom's insistence on distinct monetary identity within the Crown of Castile. The denomination itself — the cornado — was an archaic unit by the seventeenth century, persisting in Navarre long after it had vanished elsewhere.
The twelve-year production window overlaps almost exactly with the Catalan Revolt and the Portuguese Restoration War, periods when Philip's treasury was under severe strain and peripheral mints were pressed hard.
