Fernando II on the ruins of a former convent and inaugurated in 1854, distinguished by its eclectic blend of neo-Gothic, neo-Manueline, neo-Islamic, and neo-Renaissance architectural styles. The denomination numeral and issuing authority legend are set in letterpress type around the vignette. The composition is consistent with the emergency cédula series issued by the Câmara Municipal de Sintra. |

Portuguese municipal cédulas like this one emerged from a genuine coin shortage that plagued the country after World War One. The central government's inability to supply adequate fractional coinage forced hundreds of municipalities to print their own emergency paper, legally authorized under a 1918 decree. Sintra's issues were among the smaller runs, serving a tourist town rather than an industrial or commercial center — which partly explains why worn examples are harder to find than for contemporaries from Lisbon or Porto.
The 4 centavos denomination is the awkward one in the series, reflecting the arithmetic of actual small transactions rather than any tidy monetary logic.
