Osman Gazi founded the Ottoman dynasty around 1299, and this coin was struck to mark the 700th anniversary of that founding — a politically significant moment for a Turkish state that frames the Ottoman heritage selectively but consistently. The denomination itself, four million lira, reflects Turkey's catastrophic inflation of the 1990s, during which the lira lost roughly 70% of its value annually for stretches of that decade.
The coin was never intended for circulation. Its face value was essentially meaningless the moment it left the mint.
