Chad's 350 Francs CFA denomination is itself the anomaly worth noting — the Central African CFA franc zone issues no such denomination in ordinary circulation. These pieces are struck by the Monnaie de Paris or affiliated private mints explicitly for the collector market, with Chad lending its issuing authority to a coin that will never see Ndjamena.
Peter the Great's connection to Chad is, of course, nonexistent. The tsar who dragged Russia toward European modernity by sheer autocratic force died in 1725, three centuries before this coin was authorized.
