Uzbekistan's coupon system was a transitional device used after the Soviet ruble collapsed and before the som was introduced in July 1994. These composite denominations — 10 plus 25 coupons combined on a single note — were a practical response to an acute shortage of small-denomination paper, not an orthodox monetary design. The 1st quarter designation indicates these were intended for use in the first three months of 1993, a rationing mechanism that theoretically limited their validity and controlled inflationary pressure.
The quarterly dating rarely held in practice. Notes circulated well beyond their stamped periods as the government lacked enforcement capacity during the transition.
