The Istituto Poligrafico dello Stato — Italy's state printing works — issued this 3000 Lire piece as a specimen or promotional item from its own security printing division, the Officina Carte Valori. It is not a circulating banknote but a production sample demonstrating the facility's intaglio and security capabilities to prospective clients, which is why it carries a denomination that never existed in the official Banca d'Italia series.
The embossed seal is the operative detail: a calling card for a printer selling its own credibility.
