John XXIII died in June 1963, more than a decade before this coin was struck — making it a retrospective commemorative issued well into the pontificate of Paul VI. Paraguay under Alfredo Stroessner maintained close ties with the Vatican throughout the 1970s, and a steady stream of papal gold issues served as much as foreign exchange earners through international coin markets as they did commemorative pieces for domestic circulation.
