Genscher is best remembered for his appearance on the balcony of the West German embassy in Prague on September 30, 1989, where his announcement that East German refugees sheltering there would be permitted to travel to the Federal Republic reduced grown men to tears. He served as West German Foreign Minister from 1974 to 1992 — the longest continuous tenure in that office in the country's history — and was the principal architect of the "Genscherism" policy of quiet diplomatic engagement with the East. Chad's issuance of a commemorative gold piece in his honor reflects the broader micro-gold market targeting European collectors rather than any particular Franco-Chadian connection.
