Cameroon's modern bullion and commemorative program is managed through the Monnaie de Paris under licensing arrangements that have drawn scrutiny from collectors — the issuing authority has little to no involvement in design, production, or distribution, with pieces sold almost exclusively to European and North American collector markets rather than circulating domestically. The 3000 Francs denomination exists purely as a collector vehicle; no equivalent coin has ever been used in Cameroonian commerce.
The Central African CFA franc zone, of which Cameroon is a member, has its coinage policy set by the BEAC in Yaoundé, which did not sanction this piece for circulation.
