The kilogram Panda series occupies an unusual position in Chinese numismatic policy: these large-format silver issues were never intended as circulation coinage but were authorized under the same legal tender framework as the standard annual Panda releases, giving the People's Bank a mechanism to sell bullion at a significant premium without formally departing from its coin program. The 2012 issue falls within a period of aggressive expansion in Chinese collector coin output, when annual mintages across the Panda series were climbing sharply to meet surging domestic and international demand.
Mintage for the kilogram silver was capped at 600 pieces.
