The Liaoning — hull number 16 — was originally laid down by the Soviet Union as the Varyag, a Kuznetsov-class carrier left unfinished when the USSR collapsed. Ukraine sold the incomplete hull to a Chinese businessman in 1998, ostensibly for conversion into a floating casino. The People's Liberation Army Navy quietly acquired it, towed it to Dalian, and spent over a decade completing the vessel before commissioning it in September 2012 — the same year this coin was issued.
The 1-kilogram format places it firmly in China's prestige bullion commemorative program, which expanded aggressively after 2008.
