Bhutan joined the United Nations in 1971, one of the earliest Himalayan nations to do so, and the 1995 issue marks the organization's fiftieth anniversary — a commemorative program that produced hundreds of similar coins from small-nation mints worldwide. The Royal Monetary Authority had been established only in 1982, replacing the Bank of Bhutan in the currency-issuing role, and these silver ngultrum issues of the 1990s were largely collector-market exports rather than pieces intended for domestic circulation.

The ngultrum itself was pegged to the Indian rupee at par, a policy that remains in effect.
