Bhutan's participation in Olympic commemorative programs during the early 1990s was largely driven by the country's relationship with foreign minting houses rather than domestic numismatic tradition — the Royal Mint and private European minters produced much of Bhutan's commemorative output for international collector markets during this period. These issues were sold primarily outside Bhutan and saw negligible circulation within the country.
