Alfredo Stroessner ruled Paraguay from 1954 until his overthrow in February 1989, making his 1988 re-election — the eighth consecutive term referenced by this coin — one of the last acts of what was then the longest-running personal dictatorship in South American history. These commemorative gold issues were not instruments of everyday commerce; they were prestige objects, produced for foreign collectors and diplomatic exchange while the average Paraguayan guaraní remained one of the most devalued currencies on the continent.
Stroessner was deposed just months after this coin's release by his own son-in-law, General Andrés Rodríguez.
