The Monte di Pietà di Roma was one of the oldest pawnbroking institutions in Europe, established in 1539 under papal authority to provide low-interest loans to the poor as an alternative to usurious moneylenders. By 1797, however, the institution was operating under severe strain — French Revolutionary forces were pressing into the Papal States, and Pius VI had been forced to pay enormous war indemnities under the Treaty of Tolentino signed that February. Notes like this one were part of a broader scramble to generate liquidity as the papal treasury collapsed.

The repeated denomination underprint was a relatively sophisticated anti-counterfeiting measure for the period, combined with the embossed dry stamp — neither of which ultimately prevented the institution's notes from losing public confidence as French occupation became inevitable in 1798.
