Osterhorn is a small parish in Holstein, and like hundreds of similarly sized German municipalities, it issued Kleingeldscheine during the acute small-change shortage that gripped Germany from 1916 onward — wartime metal requisitioning had pulled copper and nickel coins out of circulation faster than the authorities anticipated.
