Franz Scheiner in Würzburg handled a significant volume of municipal emergency currency across Bavaria and Thuringia during this period, and the watermarked paper used here was a deliberate attempt to deter the counterfeiting that had begun to plague higher-denomination Notgeld issues.
The watermark is worth noting on a Pfennig-denomination piece — that level of security investment was by no means universal in 1921 municipal issues.
