Diego Velázquez de Cuéllar founded the first seven Spanish settlements in Cuba beginning in 1511, making him the island's original colonial administrator — yet this issue appeared in 1991, the year Cuba's Soviet subsidies collapsed and the government entered what it euphemistically called the "Special Period." Large-format silver coins of this weight were produced almost exclusively for hard-currency export sales, not domestic circulation; ordinary Cubans had no legal access to dollars or convertible goods.

The 93.3g specification places it among the heaviest Cuban silver issues of the decade, almost certainly struck for the collector export market through state enterprise Mincuex.
