The Republic of Serbian Krajina, the self-declared Serb state within Croatia that existed from 1991 until its collapse during Operation Storm in August 1995, faced chronic supply shortages that rendered conventional currency nearly useless. Some municipalities resorted to commodity-denominated scrip — notes redeemable for specific goods rather than a monetary value. This piece, issued by the Gračac municipal assembly, is denominated not in dinars but in thirty kilograms of flour.
Gračac was a small inland town whose wartime isolation made food security a more reliable unit of account than any inflating currency. Flour scrip of this type was hyper-local by design — worthless outside the issuing municipality.
