The upper portion carries a formal declaration in smaller type explaining the purpose and conditions of issue, followed by a guarantee statement in larger type asserting that the Gemeinde Weissenkirchen in der Wachau pledges all its movable and immovable assets for this obligation. The issue date "Weissenkirchen in der Wachau, am 15. April 1920" is printed centrally, below which three manuscript signatures appear under the printed titles "Der Bürgermeister:", "Der Vizebürgermeister:", and "Der Gemeinderat:".

Die Gemeinde Weißenkirchen in der Wachau haftet für diese Verbindlichkeit mit ihrem ganzen beweglichen und unbeweglichen Vermögen.

Weissenkirchen in der Wachau issued this 30 Heller note as part of Austria's postwar Notgeld wave — a period when municipal and parish authorities across the former empire scrambled to fill a catastrophic small-denomination coin shortage. By 1920 the Austrian crown was already in freefall, and towns like Weissenkirchen issued these emergency notes as much out of local necessity as civic pride.

The Jaksch-Pick JPR1158III series for this Wachau market town is among the smaller regional issues, with relatively modest survival rates given the poor archival infrastructure of rural Lower Austrian municipalities after 1918.
