Pfarrkirchen im Mühlkreis is a small market commune in Upper Austria, and this 30 Heller note belongs to the vast wave of Austrian Notgeld issued during and immediately after the First World War, when coin shortages forced thousands of municipalities — down to the village level — to print their own emergency small change. The Jaksch/Pick reference places this within the third series variant (IIIb), suggesting multiple printings were necessary to meet local demand.
The 30 Heller denomination is among the more unusual fractional values in the Mühlkreis issues — most communes defaulted to 10, 20, and 50 Heller.
